Steamboat Springs Old Town Stormwater and Floodplain Master Plan
The City of Steamboat Springs, noted for its Colorado ski town allure and annual hot air balloon events, engaged J3 Engineering Consultants, Inc. to evaluate the three tributaries Soda, Butcherknife, and Spring Creeks. The tributaries transmit runoff through Steamboat’s Old Town and confluence with the Yampa River. Encroachment within the FEMA floodplains restricted the runoff routes and increased flood damage to properties and structures. J3’s charge was to evaluate the tributaries, generate a recommendation plan for regional improvements to both enhance and protect the corridors while maintaining the rustic charm that is Old Town. Creative conveyance solutions, such as basin transfers and split flow conveyances, were identified as potential strategies to reduce the flood risk of the tributaries as well as a generate a Capital Improvements Project Identification Plan to remove residences and property from the FEMA effective floodplain.
