J3 Engineering Consultants has assembled a talented project team that possesses a thorough understanding of civil engineering, including water resources, stormwater management, floodplain management, utilities, roadways, traffic, structures, landscaping, and environmental permitting, geotechnical investigations and survey. We believe our greatest strength is the application of these skills to effectively manage projects and to advise our clients of all issues. Sue Sibel, PE

Sue Sibel joined J3 Engineering Consultants in 2013 and has worked on a wide range of projects.  As a proven Project Manager with over 10 years of experience, Ms. Sibel has developed a keen insight and solution driven skills to tackle a variety of project sizes while providing superior results to a diverse set of public and private clients.  She has worked on several multi-phased projects at the state, county, and municipal levels.   Areas of expertise include residential, water resources and commercial land development projects.  Ms. Sibel undertakes finite element design, planning and construction implementation necessary for site development, specifically for drainage improvements and conveyance design, erosion control management, water and sanitary systems planning with the subsequent construction plan implementation.  Sue works with clients to maintain a quality product, achieving the project’s goals while working within the site constraints and available budget.  Sue is Project Manager for many of J3’s civil engineering projects, including our Gaylord Development contract, DELO for RMCS, LLC, Gaylord Development, Boulder Creek Life and Homes, Takoda Metro District for RMCS, LLC and Ryland Homes.

 Ms. Sibel graduated from Ohio University in (1997) with a Bachelor’s Degree in Civil Engineering.  She is a member of the American Society of Civil Engineers and received her Professional Engineering Certificate in (2002).


Donna Barrentine recently joined J3 Engineering Consultants in 2014 as a seasoned project manager with more than 20 years of project management, civil design and water and wastewater engineering consulting.  Donna has a Bachelor of Science in Civil Engineering and is a registered Professional Engineer in Colorado and Florida.  Her experience includes design and management of large-scale municipal water and sanitary pipeline and pumping system projects as well as innovative stormwater management and water quality treatment projects for commercial and industrial clients.  Donna brings some new skills to our firm with expertise in renewable energies such as energy efficiency and solar and wind power design and installation.  Her professional certifications include Certified Project Management, NABCEP Certified Energy Professional, and she will be receiving her Leadership in Energy and Environmental Design designation in March 2015.  Her key strengths exemplify our company focus in strong leadership, quality work and superior client service.  She is currently leading a large scale project that has a planned completion in late 2018.  While managing this project and serving our clients on this and other projects, we also look to her to expand our service capabilities in the renewable energy and green building site development and design arena.
