Principals


The management team at J3 are certified Professional Engineers that bring complementary skills and diverse backgrounds working with government agencies, land developers, and design/build contractors. With over four decades of combined civil engineering experience, our Principals bring a solution-focused perspective to your engineering projects.

Jason A Monforton, PE

Mr. Monforton has established excellent working relationships with various state governmental agencies and municipalities all across the state of Colorado. He is an effective communicator who has managed the engineering planning and design of over 4,000 residential units (single-family and multifamily) and roughly 500 acres of commercial development. This work includes the analysis, design and coordination of a significant number of water and sanitary lines as well as all the Site drainage analysis and design. He understands all facets of civil engineering including the development process from entitlement through construction and strives to ensure all design aspects reflect a necessity for plans to be both approvable and buildable.

As a founder of J3 Engineering, he has created a working environment that promotes excellence from project inception to completion. Mr. Monforton remains intimately involved in the entire project process and provides  oversight and administration of all complex client projects.

Jason D. Margraf, PE

Mr. Margraf has gained extensive experience on both private sector residential, industrial and commercial land development projects and municipal studies. His private sector work experience includes master planned developments of over 3,000 single family and multi-family homes, golf course communities, 250+ acres of commercial property, charter schools, clubhouses, park and open space areas and local and regional drainage improvements. Public sector work includes highway and hydrologic/hydraulic design, bridge washout studies, stream restoration and remediation and regional water resource analysis.

Well-versed in all of the aspects necessary for successful project development, Mr. Margraf stays intimately involved in the day-to-day operations of the design team and has input at every stage of the process.  He serves as a Principal, Project Manager and Lead Designer on J3 projects and actively mentors staff to engender sound engineering principles, thoughtful approach and a client first mentality.  Additionally, he serves as a technical and processing advisor and provides quality control for all J3 projects, regardless of size.

Kenneth S. Cecil, PE, CFM

Mr. Cecil is a Principal and owner of the J3 Water Resources Division and brings a wealth of relevant water resource experience gained in Colorado, Wyoming, California, Arizona, Florida, Nevada and Utah.  This experience includes the development and operation of hydrologic/hydraulic watershed and stream models.  He holds a Masters of Engineering Degree in Water Resources from the University of Florida and is a Certified Floodplain Manager. 

Mr. Cecil's range of experience includes surface water modeling, groundwater and contaminant transport modeling, floodplain studies, stormwater master plans, regional detention design, water quality design, storm sewer design and general civil design.  As the head of the water resources division at J3, he is responsible for client management, lead designer, quality control and the daily success of all division projects.

This work includes the analysis, design and coordination of a significant number of water and sanitary lines as well as all the Site drainage analysis and design.
